This strategic plan set out how HLF planned to distribute Lottery funding for the heritage between 1 April 2002 and 31 March 2007.

It was a framework for managing our resources and gave our applicants, advisers and other partners a context for our shared aims. The plan was informed by widespread consultation with organisations and individuals across the UK.
