You can also ask around people on these boards, as there will be plenty of people with previous experience here. A good consultant will make the evaluation part of the project, a fun engagement tool, particularly if you're looking to assess outcomes not just outputs. Worth bearing in mind when you're writing the spec.

I'm not sure what your final decision was in regard to where to advertise, but I'd be happy to discuss with you as to whether I may be of assistance.
I've run a number of evaluation programmes for a number of HLF projects, most of which relate to industrial heritage. I also run a heritage organisation myself, which receives HLF funding, so I am familiar with the challenges on both sides!
